Houghton Parish Neighbourhood Development Plan

Houghton village has been designated a conservation area by Test Valley Borough
Council (TVBC). The Council states: “A conservation area is defined as ‘An area of
special architectural or historic interest, the character or appearance of which it is
desirable to preserve or enhance’ Planning (Listed Buildings and Conservation
Areas) Act 1990. The local authority has a duty to ensure that the character or
appearance of a conservation area is preserved or enhanced, when considering
applications for development.

In 2011 the Government introduced the Localism Act which provides for local
communities to have some control over the planning policy of their area through a
Neighbourhood Development Plan.

Our Neighbourhood Development Plan will be a 25 year plan, which will be reviewed
every 5 years, and which will aim to protect and enhance what you like most about
your village and community.

Once the Neighbourhood Development Plan has been approved, it will become part
of the main Development Plan for Test Valley Borough. This means that it will be
used by the Council when reviewing planning applications, and when making
decisions.
